Q: I take the content entirely from CNN's website and stick it on my own, crediting CNN and giving a link to its site?
A: information found on resource and news webite necessarily contain copyrighted material. As such, the owners and controllers of the resources website are free to grant (or prohibit) its viewers an express licence to reuse the resource.
In the case of CNN, it would seems that unless you obtain express permission to publish (uploading information onto the internet publication in the eye of the law) CNN content on your own personal website, you will be breaching copyright.
However, if it is placed on your website for the purpose of criticisms, or the reporting of current events, you could argue that your actions consistute Fair Dealing, provided sufficient acknowledement is made.

A: Photos are copyrighted and therefore the mere fact that it is altered or done as a joke is immaterial - it would consititue copyright infringement under the Copyright Act.
However if you obtained the photographs from a "royalty-free" online resource, you would be free to alter or post it on your website

Q : ...my PDA phone automatically latches on to a neighbour's Wi-Fi and piggybacks on its signal?
A: "Mooching" is an offence uncer Section 6 of the Computer Misuse Act. However the provision seems to suggest that the act must have been carried out knowingly. As such, if you turn-on your device when you do not have a wireless internet account in your home, you would be commiting a criminal offence.

There's no stating of whether it needs to be done on purpose or accidentally. Either way, to be sure, just turn off your wireless when you are not using it or change Windows settings. Tell it not to connect to any other wireless networks except yours.
