Anti Slip Pad on roads

Notice that anti slip pads are placed at the edge of the road.Can be found in AMK anf Toa Payoh and some more.Why did they put that?

Part of the gov's plan to make HDB estates more disable friendly.
my estate is getting those too. along with ramps all over to connect every block. -
Because PAP Wards got too much money since the money set aside for Potong Pasir did not get used up.

my estate is hilly so there are quite a number of ramps..
i think the person has to be darn strong to go up n down all these ramps without outside help. -
I felt that these pads are not really anti-slip. When I stepped on them and turned my feet (I was wearing track shoes), I felt my shoes turning easily as compared when I did that on the cemented path on a rainy day. Only when I tried this on a day that was not raining then I felt that there was traction between the soles and the pads.

The "Up There" too much money until don't know spend on what, thats why they waste some and made these anti slip pads
