  They have the wrong concept. A car will still run for quite sometime despite having a burst tire. The most effective way to stop that bugger is by setting up road blocks. Even if that bugger bash into the obstacle, he won't run long. Chances are, his engine took some damage and may not as durable.
  
  I seriously doubt that China Gong An will fare better. They might just give up after the thief runs for a few KM? Or you realy think those jia lui Gong An will bring out their AK 47 to catch a petty thief? But those filmed scenes are only about how bravely they catch thieves, never about how they accept bribe, how they give up after a short chase.

  actually the chinese police are pretty hell bent on arresting the criminals if the crime is not trivial.
