  very simple lah.
  
  1.Intro
  2.write about the need of talent in sg (government, army, elites, blab blab)
  3. Write why talent is not staying in sg (blab blab blab)
  4. write on what government is doing to retain these talent
  5. your views on the good and bad about governemt's method. (write more about the good, just passing mention the bad)
  6. write what u think can improve on government's method.
  7. conclude.
  
  If teacher pro-government, you get A. If teacher anti-government, but because what u wrote is a 'textbook answer' to this type of question, u too get A. If not, inform teacher you are sending this to the strait times. Pro-government articles usually have a higher chance of getting published.

  You go to the politics forum and ask that question about keeping talent in Singapore.
  
  Some of them will answer soooooooo long until u can literally just copy and paste and hand in liao.
  
  But of course, u must keep in mind that they will probably blame the ruling party for everything and for talent lost in Spore.
