  Durable meaning and withstand knocks and <1m drop without messing up the laptop inside. Damages to bag i wouldn't care less. Its cheaper to replace a bag than a laptop.
  
  Cheap meaning costs less than 80 dollars.
  
  Targus ones are indeed cheap, but doesn't look sturdy for laptop protection.
