It's not supposed to tahan a direct hit, but to keep you safe from things like sharpnel and the like flying about from a near miss.
It takes more then one arty shell to bring down a HDB flat... maybe a 2,000 LGB might do the trick but the question is why waste bombs on HDB flats? -
Those bomb shelter door is really made of metal.. Only some HDB unit have.. The rest made of wood are normal store room..

they dropped bombs ALL OVER THE CITY over EVERYTHING. Bombs fell non stop from 9 am to 4 pm DAILY in every street, every corner, every building, basically every part of the city for several weeks. -
If bombs (dumb or smart ones) start to fall all over Singapore, that means we have lost air superiority, and that means we are in deep S***

they are more about crazy rulers who want to wipe out specific groups of people or places.. (like nazis wiping out jews and imperfect people, or the japanese who wanted to basically destroy everything and kill everyone)
so.. the invaders might not even be interested in what is in singapore. if they start a war out of hate for example, they would just happily destroy everything without second thoughts. -
