Posting back to IHL holding list after 1 ICT. WTH?

I went to 321SCE ICT and recall manning last year. And yesterday I received a letter saying: you have being posted out of 321SCE to 3 Div IHL holding list.
IHL= Insitution of Higher Learning Holding List
Wat is SAF doing here? post here post there. so confusing. wat worse, such posting is breaking up my NSF platoonmates. sian
If they want me to stay in IHL list in the 1st place, shdnt they not posted me to 321 SCE? It is not as if last year I was not schooling. -
