is it true that most, if not all model agencies require you to pay a certain amount upfront first for the portfolio ? are such agencies trustable?

Can be trusted. Can also not be trusted.
Unless you are super gorgeous, then the agency might just foot the bill for you.
If not, you just have to pay for the photoshoot in hoping that the agency might find a project for you....
Or, worst case scenario, the agency just profit from your photoshoot.
