ERP on public transport, is it neccessary? Taxi with ERP?!

if the whole idea of placing those ERP is for reducing the traffic on major roads, that means we should take public trnsport instead of our own car. but why must public transport also ERP, is'nt it too much?
just find more ways to empty our pockets? -
