One of the most affordable way to learn a new language is borrow the language books from the library or borrow the multimedia cd there if you are a premier member.
Or you could try to google for podcasts. There are many free language course podcasts online. Just search and find one which you are comfortable with.
If you are the type of person who needs interaction, you might want to try community centers. There are many centers who are giving courses at discounted prices. Currently I am taking italian language classes for about 70 dollars for 10 lessons. This is more affordable compared to some places that could cost about 500 dollars.
