Damned Cows everywhere in Singapore

  I dunno what the government is up to this time, but ive been seeing cows propped up in 'grassy' areas all over singapore, and outside my home alone there are over 15 of these cows in colors of black, orange, yellow and blue. Is this the government's idea of making Singapore a 'greener' country? With cartoonish cows and stuff?
  
  Can anyone tell me what these cows are for?
