Be scamed by CHINA Agency, where should I complain?

  A friend(freelance translator) of mine in Japan be scamed by a CHINA Agency located in Beijing.
  
  My fren completed the job, when come to the paid day, the China agent ask for discount in last minute, my fren disagree with it, now the greedy Chinaman reject to pay my fren a single cent and closed the account.
  
  When my fren called the China Agent(english speaker), he will past the phone call to his manager who only can speak chinese. He try to bully my fren who can't understand chinese.
  
  My fren is living in Japan, but the Chinese SCAMMER is located in Beijing.
  
  I wish to help my fren, but I dun know how?

  post all the company infos u have on STOMP, print some notice abt tht company and paste it to warn ppl.

  Otherwise can't really advise anything cuz I never trust PRC esp it's money related.

  The only way is to go china and sue him using a lawyer, but trust me if its not a big amount, its likely not worth it. And I would say the success rate is like .... 30% maybe...
