Not surprise, from tv you will know how corrupt the police in china is. It still a long way for them to develop to a safe place. My friend went there, there are alot of beggars asking for donation but the tour guide said don't give them because the China govt has give them money oredi.

The corrupt case in China are mostly related to high rank officials, and the amount is huge, many corrupted officials are in US/Canada now, enjoying their life with the millions they have taken from the PRC Govt. Those high rank officials, as long as they have good relations, they can take alot of bribes and they wont "bao doh" each other. When they earned enough, they run to overseas to enjoy life.
About the beggers, many are "organised", they catch small kids, bring them to a distant province, and make them beg on the streets, the money you give to those kids, they have to hand in to the "leaders" who controls them.
If you happen to know how much a factory worker earns daily, i think you wont be giving money to begger anymore. Those factory workers work hard for one whole day, and earns around 30-50RMB/day, and those beggers? they just walk around on the streets and earn more than those factory workers...... I dont think they deserve to earn that much. And many of the beggers are "fake", they say they need a few RMB to buy something to eat, you think u give me 5RMB he will leave??he will keep begging there. Your tour guide is right, dont give them a single cent. -

for starters, I've lived here for 7 years, and I've only been robbed once. Okay, more specifically, my DAD only got robbed once. It was on a crowded bus.
If you dont wanna get robbed ... stay outta crowded places. sometimes when we walk through more re4nao4 places, we'll wear our bags in the front so that we can keep an eye on it. also, if you're really scared of getting robbed, just catch a taxi. they're really cheap over here. and despite rumors, they're actually pretty safe.
the shopping malls are fine also. my friend lost her wallet in this big shopping mall, but somehow, she managed to get it back in perfect condition. I lost a few books too in hotels, but I found them all back.
at night time, you've gotta be a lot more careful, 'cause you never know what's lurking out there =). but in the cbd, it should be quite okay. there are a lot of streetlights =).
the only thing you've gotta be careful of is people giving you ridiculously high prices when you go shopping. always remember to bargain. most of the time, products are 1/4 or 1/5 of their stated price. and remember to ask them if it shrinks and stuff. they probably wont admit it anyways, but a lot of the time, they say that if it shrinks, they'll give you a refund =).
btw, if you wanna look rich, buy a few fake nike shirts =). jkjk

Besides the obvious robbery and so on, beware of those con man stories. For e.g. like the boatman may try to charge you double for his boat fare and bluff that he only charge you half price compared to the lao wai (ang moh), then he would have one or two accomplishes who would pretend to be other boatman or customers to back up his story. This is from a personal experience, and it's common.
Some of them have no qualms (or morals) about cheating you of your money. It's like they feel we we owe it to them just bec they think we are "richer" than them.
Having said that, I must say the people in the villages are nicer and more honest, but you'll most likely meet them if you're not following a package tour. -
