  If I remember Law correctly, a criminal offense requires
  
  (1) The act
  (2) The intention to commit the act
  (3) ??? I forgot
  
  So by theory, if you wear police uniform for impersonation is an offense but wear for fun (cosplay or sabo someone) shouldn't be a problem

  Some exception include NPCC Day. where we are allowed to wear the uniform to everywhere for the whole day.

  NPCC cadets are not suppose to wear their full-u outside school compound...
  what you all seen maybe boys brigade which uniform look very similar to NPCC uniform...
  
  only under certain condition a cadet is allowed to wear his full-u in public either for school event, or NPCC course and a teacher in-charge must be there...
