Question about cheque?Please offer advice,thanks!

I have a cheque issued to me by DBS bank with a chop not negotiable payable to account payee only.the amount is $240.
I am told that I cannot cash out this cheque due to the chop not negotiable payable to account payee only.I can only use it to open an account if I top up the difference to make it $500.
The problem is I don have the money to do so.Does any one know of any banks that I can open an account with $200.Can I do so since the cheque being issued is by DBS with the chop not negotiable payable to account payee only.
I need the cash to settle my finanical commitment,please offer your kindly advice.Thanks! -
have you tried asking a POSB bank?

is the cheque made out to your name?
You can clear the cheque with the bank you have an account with, provided the name of the account tallies with the name on your cheque -

all BBA's in singapore require $500 to make a deposit. u might consider asking a fren to help u deposit, or ask the person who wrote it to write a non-crossed cheque. -
you die die have to bank in the cheque to your account if the payee name is yours.
if no name but only the chop.. then it has to be bank in.
if only payee is "CASH" then it can be cash out. -
May bank just need S$200 to open...
