There are a few substitutes, I like Amaya best. It's produced by the people of W3C (World Wide Web Consortium), so your HTML codes will be compliant to the current standards.
Other editors include Nvu, Quanta Plus and Bluefish.
Photoshop don't have Linux version, but there's a substitute... it's GIMP... -

Linux user here too.. Using openSUSE 10.2 here. I feel its better :p Paired with Beryl, it easily pawns vista's ass in terms of eye candy. And performance wise, we all know which is better and uses less system resources..
