programming earn alot in sg.
one of my china friend was hired n paid $4K per month n somemore fresh grad.
but ur programming must be extremely good n the job is kinda stressful.

if can dun do technical...let FTs do...coz management or service (finance) careers salary will pawn technical.

4k not consider high.. my friend of my bil i dont knw how much his salary, but his 1 month house rental fee already at 7K.

Generally, programming pays all right. But if you intend to specialize, like network programming or game programming, then you will be paid more. But of course, you will need the necessary knowledge and creativity.
You also have to realize that the IT sector is one of the fastest to be outsourced. Bright today, dim tomorrow. This is a fact of IT sector. Specializing doesn't give mean your job won't be outsourced as well.
Look at how you can use your programming skills in other areas.
As for the technical side, if you are comfortable with them, you can go for it.

You can choose a particular area say, programming and specialize in it. Some people do that, and they earn a lot. Some even specialize in a particular language, notably Java. There are even exams on it. If you are interested, go to the library and see those books on Java exams.
Either that, you can be a jack of all trades but a master of none. This is not highly recommended unless you are simpleton. Because most of the jobs come in fast and go out fast too.
From what you want, you might as well go with first choice, since prospects is a factor. Be prepared to be hardworking, they are not easy stuffs.

I would say Computer Engineering is better because it is more towards industrial applications. And engineers do get jobs quite easily these days.

Computer Engineering has abit higher average salary.
It also teach u the hardware/ engineering aspect, so it is a mix of software and hardware, while Computer Science is more software only.
I recommend Computer Engineering, however u have to be very sure that this kind of technical career is what u want. You have to do some soul searching and think what u really want to do.
