  But you cannot be wise if you do not have the relevant knowledge and you need to acomplish something by yourself.
  
  Sure, you can be stupid even though you are in possession of the relevant knowledge. You cannot be wise if you are always guessing simply because you cannot guess correctly all the time. You still need to acquire the relevant knowledge if you have to accomplish the task yourself.

  yes, this is what we have been talking with friends all along when they talk about decline in population. Of all the people in spore, the govt are in the best position to help increase the birth rate. they have no worries about money, providing good environment and education to the kids. The common people have the $$$ concern when thinking of giving birth.

  Increase meh? The rate is so small the population is decreasing. Increased birth rate does not mean increased in the population unless the increase goes above the rate of replacement.

  I think bringing in foreigners en masse is counter-productive to increasing the birth rate. Singaporeans will be too alienated to want to breed more.
