There is already a police force. However, do we remember the case when 1 guy got 4 teeth knocked out and the police never detain the suspect immediately?
Only when the Media exposed the incident, the the spokesman for the police say the suspect will be detained.
Police agrued that they do not have that much power to detain a person.
There is huge implications behind the punching incident using the insufficient power to detain a person as a lame excuse.
(As for the implications behind the above case, you guys should have guessed it. If not, I will keep this opinion to myself)
Follow HongKong's case study for example, they write laws to prevent vulgarity in the train of HK.
