Bees Attack?

  Erm I not sure, but a lot of bees suddenly fly to the tree infront of my HDB flat.
  
  The bees are like circulating around the tree and building their beehive...(saw a black patch with a lot of bees hovering)
  
  Who do I call to remove the beehive ar? Town council?
