  I think in SG law that people who spread porn are liable for legal action anyone knows where can I complain?

  Spread in what way?
  
  Online - Do a WHOIS of the website. You will find the Abuse Department email. But most of the time they don't answer. However, you may see actions being taken.
  
  Offline - Call 999.
