  I have a friend who's wearing a plain collar shirt inside, black cardigan and tapered jeans.

  Some hotel in town can be Meritus Mandarin or can be Phoenix Hotel (closed oredi or not ah?)...
  
  Safest bet is to just wear a shirt and a tie. If you want to be a bit more formal, wear a coat over it (but please make sure it fits well and snugly).
  
  If you wanna wear a shirt and coat and do away with the tie also can...
  
  Bowties make you look like a waiter..
