I need to open an account but i need this reference letter.

If you are a foreiger, try to get your company's HR department to process it for you.
If you are a local, unless you are bankrupted or just has been discharged from bankrupcy, it will be easy enough with your IC and an initial deposit sum.

I was just wondering if someone knows how this reference letter needs to be done or where I can download it.

i am just curious, if you are not here in Singapore, why bother to open up an account?
Cos the bank will deny the application if your reason is not valid to prevent money laundering, scams, etc.
You can always ask your friend to call the bank up to find out more details what other information is needed as that draft is a very basic one that i can provide.

sLeEpWaLkErInG, IÂ’ll invest money on a new project in Thailand and personally I feel 'safer' to have an account in Singapore and transfer the money in Thailand just when I need it.

i dun think DBS bank is a good choice if itz that reason you have stated, try UOB or OCBC instead.
cos the services are quite limited for this bank, as i am one of the corporate customer. -
try standard chartered or one of those private banks in singapore,
