I mentioned partly because regulars like TS's mom would have recognized him, but then again most regulars dont really bother to shoplift, or rather dun want to.
On the other hand, shoplifters who haven done their homework might get caught. But then again, he's not omnipresent. So its somewhat a fifty-fifty chance.
Maybe its not that he sux, its just that their job's field is rather large (e.g Marine Parade NTUC). And as mentioned previously, he bears responsibility of false accusation heavily, since it would serve to tarnish NTUC's reputaion. I would rather bo chap then to make such an error.
Lastly, I would rather fairprice rotate their PCO in different outlets to reduce their familarity with customers.
