Anyway, he got the scholarship because he worked for it, not through cheating (I give him the benefit of doubt), so I don't think it would be nice to recover the costs of scholarship from him. Revoking it is enough, and put him under probation.

Given he did something to deserve revoking it, i think it might be appopriate to retrieve the costs invested in him. I look upon it as some form of bond-breaking in a sense.

But the thing is that we revoke his scholarship and still make him pay, just like how some people break bonds is wrong to me. He didn't break it, we choose to terminate it. Unless of course the terms of the scholarship said something which meant that... then I'm fine with that.
