  How do you expect me to know if someone is a terrorist? Hello, they are trained. They won't behave until so obvious let us spot...
  
  And be logical... if one really suspects that the guy is really a terrorist, there will be an odd look on his/her face. The terrorist may spot it, it's not easy to get away and call police...
