But the judge says that he cannot be attend to, as his jail terms are less than 2 years. The max for animal-abusers are 12months only, so the state cannot send him to a counsellor?

in so far there're only allegations that lead to his latest arrest. no concrete proof other than circumstanstial evidence.

It's very obvious imprisonment does nothing for this fella. Confinement for psychiatric treatment at IMH will be more appropriate for him!If he can be so cruel towards helpless animals, he'll be a threat towards other humans and must be put away for good!

STOMPer Iskandar, 28, said this kitten was found dead in a rubbish bin in Bedok North two weeks ago.
"Its face was smeared with blood. Looked as if it was brutally bashed on the face," he said in an email last night (5 Nov).
The STOMPer wondered if someone in the estate could have committed such a cruel act.
In the wake of reports that a convicted cat abuser in Bedok who was recently released after a year-long jail term has been arrested again on suspicion of abusing a kitten, the STOMPer asked: "Could it be the work of another cat abuser?"
"We must put a stop in this," he said.
The SPCA sent an email to STOMP this afternoon.
"We thank STOMPer Iskandar for highlighting what could be a case of animal abuse," said Executive Officer Deirdre Moss.
"However, as the kitten's body was found two weeks ago, the time frame that has lapsed would make it very difficult even to ask for witnesses.
"Time is of the essence and we advise that if you witness any such act, please do report it to the SPCA at 62875355 and make a police report immediately.
"Your testimony may be required in court. The animal/body of the animal, would be needed for veterinary examination or post-mortem to see if it can be determined as to what caused the injuries/death," she said.
"The SPCA would be responsible for picking up the animal and will follow up with the police, providing assistance where necessary.
"Thank you for creating awareness and reminding STOMP viewers of the need to be vigilant when it comes to innocent animals being harmed," she said. -
