Do you believe in eugenics breeding?

It's been say a fruit is never far from a tree, from ancient philosphers to modern sceintists, such topic can be seen as controvesial ..but can eugenics really improve a racial stock even the whole human race?
Here's one that talk about breeding champions:
Start with mothers of excellent health, structure and temperament. These mothers must have at least one or more siblings who themselves are excellent in similar ways. This ensures family strength essential to establish a strong genetic concentration
But Man are not animals, can this be applied to us in our pursuit of excellence

I personally feel if we import brides from south korea and japan, our singapore stock will definitely show incremental benefit in IQ and culture..I'm not saying vietnamese brides are inferior...
But if one was to practice in reference of past performance, the above stock will give us an edge more than the China and viet brides -
Or do we want to prevent those with mental problems and lower IQs not breeding?
