  Nah, like your house, everytime if there is more electricity surge than needed there will be a blackout, that is the safety measure which is implemented in all modern stuff.
  
  In hp case, most probably the charger will be the one spoiled, and ur hp won't have any effect at all.
  
  the only problem nowadays is that people tend to use hp and charge at the same time. Some may go to a certain extent as to make a habit of charging ur hp everytime so that it will be fully charged when is needed. This will affect the battery in the long term running.
  
  The correct way is to, use ur hp, and charge it when the battery is flat, or almost flat. Or switch off ur hp when charging it.
