Need help to locate someone

This person is my cousin. For some reason we lost contact with him since he was around 10 to 12 years old. My grandma look after him since he was a baby until the time we lost contact with him. Every now and then my grandma will take out his kindergarten graduation photo and see when she thinks of him. Right now my grandma is in critical condition and might not live much longer and wish to see him again before she left us. Sometime ago another of my cousin met him and took down his mobile no. but the no. is currently not in use.
His name probably Tan Kok Keng or Tan Kwok Kheng
Hanyu Pingying is Chen Guo Qing ( 陈国庆 )
DoB: 9th August between 1972 to 1976

Oh the chances i would say could be possibilty high as he was born on national day , i'm sure the country has the records , and slimming it down to 4 years tt could be pretty easy if you really put in the effort ^^
