  They were supposed to be used for scouting and patrol missions, as well as to spot for artillery units and transport troops into rough territory. The one you are showing us is the prototype that managed to get off the ground. However, the thing wasn't fast enough, and there were problems with getting it to stop and turn in mid-air. The project ended up being scrapped.
