When a person commit a lesser infringement like man wearing bikini (pink) at 3.15am in public – the police search his home to find evidence of other more serious crime, check through all criminal records for past crimes (charged or not), and compile all the records and charge the person to make sure that the person is punished sufficiently (not wasting court time).

Why is it that its not againt the law for a woman to wear bikini, but if a mean wears a bikini he gets jailed?
P/s: I dun want to wear but i want to highlight this case cos I think singapore law is biased towards man.

Bikini-clad man jailed, fined for insulting women's modesty
A YOUNG man who exposed himself by wearing a pink bikini was jailed a day and fined a total of $11,000 for insulting modesty and other offences.
Tan Wen Zhong, 21, admitted to five charges, ranging from theft to outrage of modesty, between 2005 and this year.
The court heard that a 20-year-old woman was taking a lift home at about 3.15am on April 13 when Tan entered the lift on the fifth floor, clad in a woman's bikini.
The victim's mother later reported to the police. On May 4, police went to Tan's flat at Bukit Batok and found 46 items of assorted women's wear including panties, skirts, shorts and bras.
He could not explain how he came to have those items. Police also found five video CDs containing four obscene films.
Earlier on April 20 last year, Tan grabbed the buttocks of a 23-year-old woman as she was walking into a lift at a block of flats at Bukit Batok. She screamed and he fled.
He also stole a pair of sunglasses worth about $16 at a shop in Boon Lay MRT on Dec 21, 2005.
Two other charges of insulting the modesty of women were taken into consideration.
His lawyer, Mr Teo Chek Siew, said his client was badly affected by his parents' divorce during his formative years. The psychiatrist felt that as a result, he could not cope and deal with life's problems.
He said the former ITE student who completed his national service hoped to pursue a higher certificate in electronics after the case.
