of cos, u shd start off working (slogging) in some company to gain the experience and skills... build ur portfolio..
when u gained a certain level of reputation and credentials, u can start to find ur niche and path your own career...
as a "freelancer", u have to depend a lot on networking.... so that ppl will refer jobs to u...
the initial stage is of cos not easy... u have to be good in selling urself and ur expertise.... in the later stage, ppl will know of u and they will come to u... or intro u to other ppl who are looking for such services.... -

may or may not need a proposal, depending on the nature of the project
but will still need to draw up contracts and agreements (for cover backside purposes)
then of cos the $$ thing -
