depends .... e payment options would be 1 to 2k, a small database backend would be another 2k, content creation starting from a few hundred, and it all scales up from there ..... -
If your friend interested, probably i can ask my friends, their company is doing website for corporate. The last time they did a simple one for an education company for about $2K plus or maybe less. Depends on what the boss wants. Some can be really cheap, just a few hundred dollars or purchase a html editor and you can also do it yourself in a few hours. In this case you pay for the hosting of the domain name only. If not wrong less than $30 a year with free emails account.

As for flash, it depends on whether your friend will be providing the flash or your friend will require them to design. Then I think they will charge a designer fee too.
