I dont think any forum will reach its max. There is no limit as to the number of threads. It all depends on the storage space (in the server) allocated to the forum.
Normally after certain time when the data in the forum is huge, the downloading speed of the forum would slow dowm. The admin would have to prune the forum, meaning - to delete the old threads.
There are 2 ways of creating a forum.
One is to create a free forum. Anyone can create a free forum. Everything is free, you get free host, free subdomain, free forum templates to choose, free space, free bandwidth. You can create a very nice forum within minutes.
There are plenty of websites offering free forums in the www.
The catch - your forum would display their advertisements.
Another way is to get yourself a domain name, find a webhost, upload the forum, pay for the web hosting, bandwidth etc.
