what he means is that the prime, or "golden era", of a female is at age 16 - 35, where her beauty will be the brightest and personality will be the sweetest.

this is where their careers would have more or less been established, promoted to an executive (or equivalent) position, has cars, has savings, money, good prospects....at 28 - 55, a man is at his prime and also where he becomes a real MAN.
