For srsly... all you can do is trust her she won't take any wrong steps... You can't make decisions for her... That, she need to learn for herself... best you can do is check up on her from time to time and some good advice you feel she need... the rest is just hope for the best...

we (as in, her relatives n friends) know her too well.
we've all had to help her get out of sh|t before.

and the only reason why we could help was cos we were living in the same area.
she's alone and doesnt know anybody.
she's the baby of the family. never had to do anything on her own before. there's always someone to help her/back her up etc.
come on. what independence. the money to buy tickets/pay for hotel acc/etc ??? borrowed from friends.
the rent for her apartment that she's not going to staying in for the next year?? yeah. she's got someone paying for her too.
all those friends of hers who so willinging give her all that cash and tell her she can take her time to pay them back.

the thing about people is that we always come to the conclusion that if you are pretty and naive thn you will get into alot of trouble.
i admit that i do think that they may be a catalyst to provoking undesirable circumstances but everyonehas to start from somewhere.
personally i have met on my travels. pretty and young gals who excelled in the been there n done that category.

Dude, get her a free-roaming access mobile phone, make it 2 phones. One phone hide somewhere in her socks or sth. Then buy her a panic button alarm. The kind which lets out a screeching alarm when she is in danger.
Find out the number of the SG embassay in that country and label the tel number in laminated sheets. Multiple copies of it will be good.
It will be best if you can accompany her to the trip. Cz frankly as much as she may want to admit her fear, she will not give up the trip because that would be so embarassing for her. You need to create excuses that convinces her to give up travelling but yet does not dent her ego. How about something like, "Hey you will need to pay a bomb in airport taxes, fuel surcharge and safe deposits in this volatile time when fuel price is unstable. Fly another time?" -
Tell her to pack a gun.

Ask her to travel in a group.

Which country is she planning to visit? Try to ensure that she's at least knowledgeable about it is armed with a phrasebook (although it may not be necessary once you reveal the place). However, if she's too stubborn and cocksure about that and resents the interference, there's only so much you can do as family.

this is a 'family crisis'. (cos her mom's health isnt very gd as she's had cancer and recent checkups show that things arent going too well for her etc... )
