this question is way too general. you can build your portfolio in many ways. do cip, score well, take up leadership positions and make sure you excel at whatever cca you are in so a jc with a similiar cca will accept you through DSA.
but in the end if you do well for your o'levels you get to choose the jc and not the jc choose you.
To build up a good portfolio, you need to diversify your shareholdings... Oh wait...you're talking about your secondary school track record.
1. Get all As for your exams. If can, be the top student somemore.
2. Be the President of the Student Council. If can't, be the Vice-President.
3. Represent the school in (at least) district-level competitions or sports events. If can, win the national title.
4. But if you're like the rest of us, I'd recommend you just get decent marks and show an active CCA record.
Are you in JC already or are you intending to go to JC?
Regardless, most important is to get good grades. Also try to get a leadership position in some CCA. It will take a lot of effort and good time management. Good luck!

scholarship is kind of difficult now
i would recommend doing 4 H2 subjects since that gives u the requirement for academic units which is the first requirement
if u dont meet the requirement for doing 4h2 in ur school go for a H3 subject, but i wouldnt recommend that since its difficult and will take up ur lesson time
if u want to ensure a scholarship get into the student council if possible and then try to get as high a score as possible in A levels, if 4 H2 try for 3A1B or better (thats assuming u have a decent cca record)

if you want a scholarship you HAVE TO TAKE H3. you absolutely must!!! it is not easy but you have to do it if you want to go anywhere.
personally i would say that if you dont come from a top jc it is more difficult to get a scholarship. the top schools have the necessary methods, know-how and the people to groom scholarship-worthy students.
and of course your cca portfolio must be good la. join the big ccas in your school... the ones that command respect and bring in all the glory and aim for a significant exco position. by significant i mean president or vice-pres. treasurer is an example of a position you do not want.

only limit is how badly you want your scholarship. one big cca is normally more than enough for the ordinary jc student.
take part in olympiads
it kinda depends on what kind of scholarship you want. the newspapers mainly advertise govt and govt-linked scholarships, so they have main criteria of grooming future public leaders. There are many private scholarships by firms and they don't advertise... so you might want to go check those out via company website etc...
As to how to build a portfolio? the usual things apply... perfect grades, good CCA record coupled with leadership roles, planned some major school events, did some ultra-big scale CIP (think: Long term) or better still, did some Overseas CIP. Then there's being part of competitions like debates, case competition, comps held by the various unis... etc......
Sounds dam superficial but that's what these scholarship bodies want... a person who seemingly can handle 1001 things at any one point in time.

Congrats! These are the top JCs in our country.
No doubt you'll be faced with very stiff competition for scholarships but that don't let that get you down.
If you want to stand a decent chance to bag a scholarship, then you need top grades and an outstanding CCA record. Thereafter you need to pass the interview round.
With reference to top grades, you should be aiming for straight As in all your subjects.
With reference to outstanding CCA, it is not quantity but quality. Don't spread yourself too thin. Aim for leadership positions in at most 2 CCAs I feel. Best if the CCA is fairly large in membership size and you are the top person or second person in the hierarchy.

just choose a CCA (or two) that you feel complements your studies. It could be a sport, a cultural/music society or even the council. Whatever it may be, aim for a good position. EXCO is good, president of the club is better.
Starting a new CCA is also another option.
Once you've got a good place, time to start working! events planning always look good for your CV. Like you planned a inter JC competition, or you linked up with external org/ Unis for some event.
CIP has always been interesting... it would be great if you could plan some CIP instead of merely 'taking part' in them.
