Voucher Touting Outside Watch Shop...

Today, i went out with my dad to look at some designer watches. At Carrefour.
Then b4 i went in, a lady came to find both of us trying to sell 20% watch vouchers.
So my dad replied saying he hadn't think of it yet.
I still wonder why my dad didn't buy....
IF cost $1000 that would be 20/100 x 1000= $200 discount!!!
Quite a lot.....
Did u guys encounter this b4?
