  Others too give free meals, the Buddhist, Taoist, Sikhs, and Muslims too.

  All are welcome, not necessarily the needy only.

  usually during fasting month, mosques will have free porridge give away.........got some mosques also got food given by charity organisation during normal days......

  Off hand I know of three places that gives free meals.

  1. Norris Road, temple is next to the shop famous for its chappatis.

  2. Towner Road Sikh temple.

  3. Bright Hill Temple at Sin Ming.

  There are a few more.
