  I think the PhD in question's about fire safety and FIRE security ? .....

  probably not about the science of deploying sikh jagas and retiree prowlers around a building ...

  u got to have an SCDF certificate to "open" launch a building safe for use. sprinklers, emergency generators, extinguishers...etc.
  
  even restaurants need to be certfied. e.g. sprinklers, fireproof resistance wooden doors.
