How do you shake a girl's hand without permission? You stick out your hand, and if she shakes it, then she has already given permission.
If you just grab her hand and shake it, then that technically CAN be outrage of modesty if she's offended by it. Just that maybe most girls wouldn't be offended at all.
And if you really want to know.... there have been cases of outrage of modesty when the guy taps a girl's shoulder. I kinda remember reading about such cases some time back. Just that the guy gets somewhat more lenient punishment, that's all.
In the end, the onus is up to the girl. It's up to whether or not she gets offended. As long as you touch without permission, then she can choose whether or not she wants to throw the book at you.

If the defendant is really guilty, he should be able to run away, and since the girl do not know him, he could very well got away clean. It is instead, the truth is that the defendant is really stupid, that's why he got caught.

Wah! Then we should cover all women from hand-to-toe like in the middle east! And there should be separate carriage for male and female in mrt and buses.
Imagine, in a crowded bus or mrt, my elbow accidentally touches a girl elbow (just elbow only, without her permission), I can get sue and jailed for 6 months!
