the fact that the man didnt attack the guard while robbing the bank might mean that the man couldn't do so because he didn't have a gun.
well, as long as the guard(s) aren't dead, it isn't a good deal to continue robbing the bank.
i think that people should really plan well before robbing a bank and make sure they are armed, at least better than the bank guards, of course (not with a knife or stuff). that won't work.

They guy is lucky he's still alive... according to The Force Doctrine, an officer is allowed to use lethal force if the situation is deemed to risk the lives of member of public and/or the officer...
maybe the parcel doesnn't look like a bomb so cisco decided to tackel the guy instead... but if the fake bomb looks like a real bomb, he's dead...

This method can work in the US, but not in Singapore.
In the US you take out a gun, people will run for cover. In Singapore, people will go bug-eyed "aah! real or not".
