I think he meants the nation.
Definitely will be better and faster to solve the incident when it happens.
But when come to how to deal the very moment situation, I think everywhere is the same, people will still panic when face it, no matter how well u psychologically prepared, cos u would think "how come this would happen in Singapore? Isn't our armforces are very tighten and briliant? How come terrorists still target us?...etc." So many things in ur mind when u face the situation......

for me i tink the citizen will not be ready. the citizen are taking the safety of small country for granted.
nay... citizens yes...but i think our army is capable of putting the same kinda act that happened in mumbai
we will all be having great fears...
parents will have fear to send their child to school..
people will be scared to go to work...etc..
tourists will be scared to go out...no one makes money...millions will be lost when no one comes out for a day...
