Singaporeans Muslim going to Mecca.

I read the news that one of our govt official is sending muslims off at airport for the journey to Mecca for religious event.
My question is. Is the event safe, given that millions are participating, and security forces are therefore insufficient to prevent incidents like stampede or violence.
I hope the authorities have done their homework before endorsing on such trips. I know that this event leads to death every year. At least in the number of hundreds, or thosands, if i am not wrong.
Well, but i know many people think that life is cheap, that is why these deaths does not seem like a very big issue. But to me, every life is precious, and I think its a waste to read that hundreds and thousands die in such event annually.

lets put death count at 500. Lets put the participants at 1 million people.
500/1000000 = 5/10000 = 0.05% = 1/2000

Understand? my questions is this. How do you justify the loss of life? In Singapore, our work industry demand so many rules to prevent loss of life for workers. Punishments and penalties and compensation is belted out if deaths occur. WHy? Because life is expensive, even if the workers are foreigners.
