Most will die. This city simply isn't design for such low temperature. Houses are not insulated. Who is crazy enough to have a heater or fireplace at home? Which car is equiped with the correct tires for moving through ice and snow? How many knows the correct driving technique driving in icy conditions? How many people know how to wear correctly to keep warm? How many people even actually know how to walk without slipping on ice? Does the city has the correct equipment to clear the snow? Can the buildings take the extra of tonnes of snow deposited on the roof top? The list goes on and on.....
