That depends if you want to be on the right side of the law or the wrong side.
It is illegal to sell gold bars that does not comes with a certificate, hence you can only sell them on the black market.
Compulsory or not, at least you cannot buy/sell gold bars LEGALLY if it doesn't comes with a certificate.
