conned by tuition agency?

I registered with a "XXX" tuition agency and was given an assignment. Unfortunately, after 1 lesson, the mother decided to stop tuition.
So the usual thing was the agent to deduct 50% of that lesson right? After 3 months, not receiving my $27.50 tuition for that 1 lesson ( 1 lesson is $55), I called several times to ask for my payment. Everytime the person who picks up the phone will say, "eh? u haven receive your check ah? I will go check with the accounts."
3 months later, I have receive nothing from them, not even a call. And now when I finally pester them like mad, they told me got $5 admin fee. Then I asked "how come when I registered that time the person never tell me? How come when I received that assignment and double checked if it is 50% commission only, the person said yes?" The lady who is the operator, said maybe they forgot.
I am so unwilling to pay that $5, so i keep calling and now they tell me, is because the the assignment wasnt completed (not 1 month yet) that's why need to charge admin fee. We need to pay the person who take care of the accounts. The thing is, the one who doesnt want to complete this assignment is the parent, not me. Why collect the $5 from me?
Till now, I have yet no receive a cent from them. I have registered with other agencies, none of those I registered, has admin fee, registration fee. Is this the only agency that does this or Im just being very narrow-minded?

Just take it you donate to them la... then join others...
