  But need money to enjoy in a vibrant city

  Depends on your definition of vibrant.

  For me I would focus on whether the society is a vibrant society, whether the people in that society is vibrant.

  I only consider vibrancy in terms of organic vibrancy (such as bangkok, taiwan) and not controlled vibrancy.
