depends on what billion you are talking about. If u see this headline in a UK paper "XXX Company Loses 1 Billion", it's $1,000,000,000,000
If you see "YYY company buys ZZZ company over for 1 Billion" in the US, it's $1,000,000,000
Singapore adorbs the US system, hence if Singapore Pools announced u win SGD1Billion, it's nine zeros. =)

1 Billion = 1,000,000,000 (US)
= 1,000,000,000,000 (UK)
However, the usage of UK definition of billion is losing ground ie even in news in bloomberg 13 billion pounds are stated to be equal to 21.4 billion dollars.
1 Trillion = 1,000,000,000,000 (US)
Zillion IS NOT A UNIT ie zillion is used in everyday language as an infinite or very, very large number or amount.
So, in mathematics, zillion is not associated with a given number of zeros. Indeed, zillion is not even a term used in mathematics.
